Chairman of Agribusiness Association of Tajikistan – Shorahmatov Shorauf elected a member of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan

DUSHANBE, May 30, 2014 – The 13-th Session of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan was held under the chairmanship of the President of the country, Chairman of the Consultative Council on Improvement of Investment Climate, His Excellency Emomali Rahmon.

Prior to the beginning of the Session, the President of the country, the Chairman of the Consultative Council, His Excellency Emomali Rahmon introduced to the audience new Head of Secretariat of the Consultative Council Numon Abdujaborov and newly elected members of the Consultative Council from private sector: Head of Agribusiness Association of Tajikistan – Shorahmatov Shorauf, Director of Limited Liability Company “Madina va Hamkoron” – Dodkhudoeva Nabot and Director of Limited Liability Company «Ghayur» – Ghulomov Akbar and wished them productive activity and success.

According to the first issue of the session’s agenda, Mr. Kodiri Kosim, the Council’s Executive Secretary and Chairman of the State Committee on Investment and State Property Management of the Republic of Tajikistan made a report on the results of monitoring of implementation of decisions Consultative Council’s sessions. In particular, it was noted that the decisions of the twelfth sessions of the Investment Council focused on improvement of investment and business climate in tourism, including improvement of the level of servicing in the airports, making easy access to visa and registration, improvement of the Tajikistan’s indicators in the Doing Business Report of the Word Bank, development of secondary market for securities and a stock exchange markets.

Particularly Action plans of the Government of the Republic of Tajikistan on improvement of investment and business climate in tourism and improvement of the Tajikistan indicators in the Doing Business Report of the Word Bank have been approved by relevant Regulations of the Government of the country that would give significant impetus to the development of tourism as well as strengthening the republic international position and more improvement of investment image of the country.

With the purpose of comprehensive tourism development and implementation of relevant points of the 12-th Session’s Protocol decisions regarding tourism development certain works have done by responsible authorities. Particularly in concern with making appropriate the level of servicing in Dushanbe International Airport to the international requirements an internal Action plan on improvement of the servicing level for travelers, the Rules of attitude of the airport staff have been accepted by management of the airport as well as works on renovation and modernization of airport servicing equipment are being continued.

An internal Action plan on improvement of the custom bodies’ servicing level in the international airports of the country has been also adopted by Customs Services.

Also Ministry of Foreign Affairs established a separate window for the services of tourist businesses in the Consular Department of Ministry that is being operated and made very easy and effective the work of tourist companies.

It was noted that the Law of the Republic of Tajikistan “On State Protection and Support of Entrepreneurship” has been adopted and presently for the purpose of its effective application subordinate acts are being developed.

Relating monitoring of decisions implementation of the Council also representative from private sector in the Consultative Council, General Director of OJSC “Pamir Energy” – Daler Jumaev and member of the Council, Head of the European Union Resident Office in Tajikistan – Eduard Auer delivered speeches.

Regarding the second issue of the Session Minister of Economic Development and Trade –Mr. Sharif Rahimzoda head a speech and presented the results of the Working Group established by the instruction of the President of the Republic of Tajikistan, Chairman of the Consultative Council, His Excellency Emomali Rahmon on conducting analysis and suggesting recommendations on improvement of the investment and business climate in the insurance sector. A report of the Working Group with comprehensive recommendations and a Draft Action Plan of the Government of the Republic of Tajikistan on Improvement of Investment and Business Climate in the insurance sector have been submitted to the session of the Council by Minister of Economic Development and Trade.

In concern with the third issue of session First Deputy Minister of Foreign Affairs – Mrs. Rahmon Ozoda Emomali and Chairman of the National Bank of Tajikistan – Mr. Abdujabbor Shirinov reported on results of the process of ratification of the Hague Convention (the Apostille Convention of 1961) on abolition of official documents’ legalization by the Republic of Tajikistan and establishment of sovereign credit rating of Tajikistan.

The last issue considered at today’s Session of the Council was proposing an issue of Draft Agenda for the next Session of the Consultative Council. Mr. Kodiri Kosim, the Council’s Executive Secretary proposed for consideration at the next 14th  Session of the Consultative  Council an issue on improvement of the investment climate in the sectors of the industry,  supporting  domestic producers and development of national production, which was supported by all members of the Council.

Also members of the Council, Head of Association of microfinance organizations of Tajikistan – Mr. Farhod Akbarov, Head of Resident Office of the World Bank in Tajikistan – Mrs. Marsha Olive and Head of Resident Office of International Finance Corporation in Tajikistan – Mr. Christopher Miller took part in discussion and interaction of each issue considered in the Session.

At the completion of the Session, the President of the Republic of Tajikistan delivered final speech and gave relevant instructions to the responsible ministries and agencies on issues considered at the Session.
